Senior Fellow (Governance) at Bharti Institute of Public Policy and Adjunct Professor of Public Policy at ISB. One of the world’s foremost authorities on Government Performance Management, he served for more than five years as Secretary to the Government of India. While working in the Cabinet Secretariat, he is credited with designing and implementing an internationally acclaimed system for performance monitoring and evaluation of government departments embodied in the Government of India policy of Results- Framework Document (RFD). Earlier as Economic Adviser to the Government of India he pioneered the implementation of Performance Contracts (known as Memorandum of Understanding- MOU) in Indian public enterprises. In addition, he has led the implementation of a wide array of administrative reforms that enhance performance of government organizations.
Prakash Singh

Prakash is an IT Consultant having 7 years of rich experience in web and mobile development, database and server administration. He has served in Performance Management Division, Cabinet Secretariat in various capacities and played vital role in development and implementation of e-Governance packages.Currently, he is responsible for development and implementation of Performance Management and Accountability Toolkit (PMAT) and various other applications.
SPS Solanki


Currently, an Associate at the Bharti Institute of Public Policy, India School of Policy (ISB), Mr. S P S Solanki, has over 35 years of experience in various departments of NTPC, DPE and PMD. At NTPC, he developed and Implemented Performance Management System (Internal MOU System) across NTPC, a Central Public Sector Enterprise. He also supported implementation of MOU between NTPC and MOP, GOI. While on deputation to Department of Public Enterprises (DPE), GOI, he was involved with the implementation of Performance Management System i.e. MOU system for CPSEs. While at Performance Management Division (PMD), Cabinet Secretariat, he was involved with implementation of Performance Management System i.e. RFD system in Ministries/Departments and Responsibility Centres of GOI and Various State Governments. Developed and Implemented Performance Management System (Internal MOU System) across Dredging Corporation of India, a Central Public Sector Enterprise.
Junned Khan


Currently, an Associate at the Bharti Institute of Public Policy, India School of Policy (ISB), Mr Junned Khan is an independent public policy and development professional. He has over 19 years of experience of working with social development organizations, mainly in the areas of child and women welfare, urban slum improvement and rural development. He has wide range of experience in the area of Monitoring & Evaluation with special focus on developing M&E framework for the social projects.Mr. Khan is now closely working as part of the ISB-Bharti Institute of Public Policy’s team of consultants and experts promoting performance management as an important tool in public sector enterprises reforms. Recently he was part of the expert group of Bharti Institute on “Performance Management in School Education” and Performance Management in Public Sector Enterprise, Dredging Corporation of India Ltd. (DCI).
Mukesh Bisht


Mukesh is currently working as an Analyst in Bharti Institute, ISB. He has rich experience in Governance and Government affairs. Previously, he has worked with Government of India, Cabinet Secretariat, State Governments and District administration in the field of Performance Management primarily in Monitoring & Evaluation (M&E) and public policy. He has closely worked with Union Government Secretaries (Macro planning), middle level All India Civil Servants (Execution and M&E planning), State Government officers (Implementation and M&E) and field functionaries(Delivery level). As a professional, he has been involved in Consultancy,R&D, Training and Teaching activities. He is a post graduate in Public Administration, UGC NET qualified and level one ToT (Training of Trainers).His interests include swimming and reading books.
